Why IOR & EOR Services Are Essential in Singapore Freight Forwarding
Singapore is one of the world’s most efficient logistics and trading hubs, but it also maintains strict customs and regulatory standards. IOR and EOR services provide:
- Regulatory Compliance
Singapore customs regulations are precise and enforcement-driven. Professional IOR/EOR services ensure zero errors in documentation, valuation, and licensing.
- Faster Customs Clearance
With compliant filings and experienced handling, shipments move faster through Singapore ports and free trade zones, reducing dwell time and storage costs.
- Risk Mitigation
Avoid penalties, shipment holds, rejections, or legal exposure caused by incorrect declarations or non-compliance.
- Market Entry Without Local Entity
Businesses can import or export via Singapore without setting up a subsidiary, saving time and operational cost.
- End-to-End Freight Forwarding Integration
IOR/EOR services seamlessly integrate with sea freight, air freight, road freight, warehousing, and distribution services.
IOR & EOR as Part of a Complete Logistics Solution
In Singapore, advanced freight forwarders combine IOR/EOR services with:
- Customs brokerage and trade consulting
- Bonded and non-bonded warehousing
- 3PL and distribution services
- Cross-border e-commerce fulfillment
- Inventory, order, and compliance management
This integrated approach enables businesses to scale across Asia-Pacific markets efficiently using Singapore as a strategic logistics hub.
How to ship to Singapore without a local entity, without getting stuck at customs, and without overpaying on GST.

The Core Problem: Why do I need an IOR?
FAQs
1. What exactly does the Importer of Record do?
We take temporary legal ownership of your shipment the moment it hits Singapore soil. Our responsibilities include:
- Permit Declaration: We apply for the Customs Import Permit using our credentials.
- Duty & Tax Payment: We front the 9% GST (and any excise duties) to Singapore Customs on your behalf so the goods are released immediately.
- Compliance Checks: We ensure your invoice values, HS Codes, and descriptions match what Singapore Customs expects, preventing audits or fines.
- Final Delivery: Once cleared, we transfer the goods to your warehouse, Amazon FBA center, or direct to your customer.
2. Can’t I just use DHL/FedEx/UPS as my Importer of Record?
Usually, no.
Big couriers are “Freight Forwarders,” not “Importers of Record.” They will move your box from A to B, but when it arrives in Singapore, they will call you asking for a local UEN to clear it. If you can’t provide one, they will either return the shipment (at your cost) or destroy it.
GenLogix steps in specifically to fill this gap.
3. What documents do you need from me to start?
We keep it simple. To act as your IOR, we typically need:
- Commercial Invoice: Must show the true value of goods (no “sample value” $1 undervaluations—Customs will catch this).
- Packing List: Details of weight, dimensions, and quantity.
- Air Waybill (AWB) or Bill of Lading (BL): Draft copy before you ship.
- HS Codes: If you don’t know them, our team can help classify them for you to avoid duty overpayments.
4. How is Import GST calculated in Singapore?
Singapore charges a flat 9% GST (Goods & Services Tax) on all imports.
Crucial Note: GST is calculated on the CIF Value, not just the product cost.
$$CIF = Cost \ of \ Goods + Insurance + Freight \ Cost$$
Example: If you sell $10,000 of electronics and shipping costs $500, we pay 9% GST on $10,500.
5. My goods are "Controlled Items" (Medical, Food, Cosmetics). Can you help?
Yes. “General” goods (clothes, books, simple electronics) are easy. But “Controlled Goods” require extra approval from Competent Authorities (CAs).
- Cosmetics/Supplements: Requires HSA (Health Sciences Authority) notification.
- Wireless/Bluetooth Tech: Requires IMDA approval.
- Food/Beverage: Requires SFA (Singapore Food Agency) licensing.
- GenLogix Capability: We have the necessary accounts to apply for these specific permits. Note: Please inform us before you ship controlled goods so we can secure approval first.
6. I am shipping to Amazon SG (FBA). Do they act as the IOR?
No. Amazon explicitly states they will not act as the Importer of Record for FBA shipments. If you ship to Amazon without a third-party IOR like GenLogix, the shipment will be rejected at the Amazon dock because no duties/taxes were paid. We clear the goods, pay the tax, and schedule the delivery slot with Amazon Fulfillment.
7. What is the "Low Value Goods" (LVG) rule?
If you are shipping direct-to-consumer (B2C) parcels via air:
- Below S$400: You (the overseas seller) may need to register for the “Overseas Vendor Registration” (OVR) regime if your global turnover >S$1M and SG sales >S$100k.
- Above S$400: Standard Import Permits apply. GenLogix handles this bulk clearance for you.
The "Before You Ship" Checklist
Check Exclusivity: Do you have a local distributor with exclusive rights? (Parallel imports are legal in SG, but trademark laws are strict).
HS Code Verification: Did you guess the code? (Wrong codes = Stuck cargo + Fines). Ask us to verify.
Controlled Goods: Does your product emit a wifi signal, touch human skin, or get eaten? Tell us immediately.
Incoterms: Are you shipping DDP (Delivered Duty Paid)? If you ship DDU (Delivered Duty Unpaid), your customer will get a bill at the door—which they hate. Use GenLogix to ship DDP seamlessly.
